Free trade remains a cornerstone of prosperity and international cooperation — when practiced among friends and allies. But when weaponized by authoritarian regimes and adversaries, trade becomes a tool of domination and dependence. The United States must therefore adopt a differentiated tariff strategy: one that promotes near-zero tariffs among democratic allies, and one that uses strategic trade barriers to contain and counteract totalitarian economic warfare by our enemies.
