Magnitsky Act: Letter to the Department of State and the Department of the Treasury:

Dear Secretary Rubio and Secretary Bessent:

I write to respectfully submit a formal request under the Global Magnitsky Human Rights Accountability Act, recommending the imposition of targeted sanctions against the following individuals and entities for their involvement in serious human rights abuses and corruption targeting an American citizen abroad:  (i) The Sugar Investment Trust (Mauritius),  (ii) Pravind Kumar Jugnauth, former Prime Minister of Mauritius, (iii) Preetam Boodhun, (iv) The Mauritius Police Force (specifically those involved in the case).

Fred Sisson, a U.S. veteran and American investor, was subjected to fabricated criminal charges, arbitrary detention, and severe restrictions on his freedom of movement in Mauritius. Independent forensic analysis found no evidence of wrongdoing by Mr. Sisson.  Nevertheless, government-linked actors weaponized the legal system to pressure him and attempt to seize his lawful investments.

This case represents exactly the type of abuse the  Global  Magnitsky  Act  was designed to address: the misuse of state power to target an American citizen through false accusations, denial of due process, and political manipulation of the justice system.

We urge the Department of State and the Department of the Treasury to review the enclosed submission carefully and impose appropriate targeted sanctions to protect American citizens abroad and to send a clear message that the United States will not tolerate corruption and human-rights abuses directed against its citizens.
