For months, the Financial Oversight and Management Board for Puerto Rico (FOMB) has been demanding Puerto Rico’s mayors stop levying construction taxes on federally funded recovery projects.
The mayors have refused to back down, continuing to siphon federal recovery dollars into municipal coffers.
Now, the FOMB has revealed the most damning finding yet: dozens of municipalities charge higher construction tax rates on government-funded projects than on comparable private-sector projects.
In other words, Puerto Rico municipalities choose to siphon a bigger cut of recovery dollars when American taxpayers foot the bill.
